Convenes a working group to develop recommendations for a new governance and management structure for Mauna Kea that includes meaningful engagement with Native Hawaiian stakeholders.

Working group membership consists of 13 members: one chairperson appointed by the Speaker of the House, three House representatives, seven Native Hawaiians nominated by Native Hawaiian groups and appointed by the Speaker, plus representatives from the Office of Hawaiian Affairs, Board of Land and Natural Resources, University of Hawaii Board of Regents, and Mauna Kea Observatories.

Directs the working group to consider findings from the December 2020 Independent Evaluation of the Implementation of the Mauna Kea Comprehensive Management Plan, which found the University of Hawaii failed to effectively implement management actions respecting Hawaiian cultural practices and conduct genuine consultation with the Native Hawaiian community.

Requires the working group to submit a report with findings, recommendations, and any proposed legislation to the Legislature by December 31, 2021.

Transmits certified copies to the Speaker of the House, Office of Hawaiian Affairs, Board of Land and Natural Resources, University of Hawaii Board of Regents, and Mauna Kea Observatories.
