Department of Human Services requested to review the existing Medicaid reimbursement payment model for patients requiring nursing home level care in community-based settings (CCFFH and E-ARCH).

Current reimbursement rates are significantly lower than nursing home rates: CCFFH providers receive $47.06/day plus patient's Social Security Assistance (maximum $2,500/month) while nursing homes receive $280.00/day plus SSA (maximum $10,100/month) for the same patient.

Department directed to study the feasibility of increasing CCFFH and E-ARCH reimbursement rates and determine the overall effects of such increases on the long-term care system.

Report with findings and recommendations required to be submitted to the Legislature no later than 30 days before the 2022 Regular Session convenes.

Certified copies to be transmitted to the Director of Human Services, Adult Foster Homecare Association of Hawaii, and Alliance of Residential Care Home Administrators.
