Urges President Joseph R. Biden, Jr. and the Asia-Pacific Economic Cooperation (APEC) to hold the 2023 APEC Summit in Honolulu, Hawaii.

Notes that APEC comprises 21 member economies representing over 40 percent of the world's population and over 50 percent of world trade, and rotates its annual summit among member countries.

Highlights Hawaii's qualifications to host, including its geographic position at the intersection of APEC members, hospitality traditions, diverse cultures, and prior experience hosting the 2011 APEC Summit and the 2016 World Conservation Congress.

Requires certified copies of the resolution be sent to the President, Secretary of State, Secretary of the Treasury, APEC Executive Director, Hawaii Governor, Director of Business and Economic Development and Tourism, and Mayor of Honolulu.
