Urges the United States Congress to grant additional authority to the Federal Communications Commission (FCC) to combat unwanted and illegal robocalls.

Identifies robocalls combined with "spoofing" (masking calls to appear from local or legitimate numbers) as a growing consumer complaint problem.

References the Federal Truth in Caller ID Act of 2009 which prohibits transmitting misleading caller ID information with intent to defraud or harm.

Requests the FCC be provided with additional tools and resources to address the expanding robocall and spoofing problem despite existing policy initiatives.

Directs certified copies be transmitted to the President Pro Tempore of the U.S. Senate, Speaker of the U.S. House, Hawaii's congressional delegation, and the FCC Chair.
