Establishes a Joint Committee on Judicial Selection to work with the Judicial Selection Commission and Judiciary to improve judicial selection processes in Hawaii.

Committee directed to develop clear, written evaluation standards for applicants and petitioners for judicial office, including specific skills required for trial, appellate, and specialized jurisdiction courts.

Committee to develop training protocols for new and existing Judicial Selection Commission members, streamline voting rules, and define the term "deliberations" under Hawaii State Constitution Article VI, Section 4.

Committee composition includes one member each appointed by the Speaker of the House, Senate President, Governor, Chief Justice of Hawaii Supreme Court, Hawaii State Bar Association, and Hawaii Women Lawyers.

Committee must submit findings, recommendations, and any proposed legislation to the Legislature no later than forty days prior to the convening of the Regular Session of 2022.
