Requests the Hawaii Department of Education to submit a comprehensive report to the Legislature on public school class sizes.

Report must include the number of classes exceeding Board of Education Policy 106-2 optimum ratios, organized by subject matter and grade level.

Report must detail special education care coordinator responsibilities, average student-teacher ratios for general education and special education classes (disaggregated by inclusion, resource, and self-contained types), and English-language learning class ratios.

Report must include average teacher workload disaggregated by subject matter and grade level, and identify teachers exceeding average workload.

Report must address COVID-19 pandemic impacts on class sizes, including effects of remote learning implementation, and exclude non-classroom teachers from calculations.
