Urges the Department of Education to develop and implement a plan to reduce the use of external contracts for curricula, instruction, and testing in public schools in consultation with the Board of Education.

Directs the Department of Education to convene an advisory committee including members from bargaining units 5 and 6 and other stakeholders to make recommendations for the plan.

References concerns about the Acellus Learning Accelerator contract used during COVID-19 pandemic, which exposed students to biased content and did not align with Hawaii content performance standards; the Board of Education voted to phase it out in October 2020.

Requires interim report to the Legislature no later than 20 days before the 2022 Regular Session, including advisory committee members, findings, recommendations, and timeline for plan completion.

Requires final report no later than 20 days before the 2023 Regular Session, including the completed plan and any proposed legislation needed for implementation.
