Approves a land exchange between the State of Hawaii and the Trustees of Parker Land Trust involving state-owned land in Waimea, South Kohala, Hawaii (Tax Map Key (3) 6-7-003:portion 020, approximately 0.5368 acres valued at $19,400) for privately-owned land (Tax Map Key (3) 6-7-002:portion 062, approximately 0.3420 acres valued at $250,000).

Establishes that the exchange purposes are to facilitate construction of a United States Post Office and to straighten boundaries of the state-owned flag lot, providing safe and usable access to the state's retained land.

Specifies that the state land is ceded land pursuant to Section 5(b) of the Hawaii Admission Act, originally acquired by the State through a June 5, 1961 exchange with Richard Smart, and upon consummation, the privately-owned land will also be classified as ceded land.

Identifies Nathan Alexander of CBRE, Inc. as the appraiser for both parcels, with appraisal report dated February 24, 2021 and effective valuation date of September 18, 2020.

Requires certified copies of the resolution be transmitted to the Governor, Board of Land and Natural Resources Chairperson, Office of Hawaiian Affairs Board of Trustees Chairperson, and Trustees of Parker Land Trust.
