Declares Hawaii facing a climate emergency and requests statewide collaboration toward a just transition and emergency mobilization effort to restore a safe climate.

Commits the state to a decarbonized economy through investments in clean energy, quality jobs, and climate emergency mobilization efforts with financial and regulatory support.

Facilitates investments in zero emissions energy, electric vehicles, fleet transitions, energy efficiency, reforestation, afforestation, climate-smart agriculture, and climate-friendly land use.

Commits statewide action rooted in equity, self-determination, culture, and tradition, affirming rights to clean air, water, land, food, education, and shelter.

Clarifies the resolution does not constitute a declaration of emergency for purposes of authorizing special or extraordinary powers under state emergency laws.
