Authorizes the Board of Land and Natural Resources to lease approximately 3.3648 acres (146,570 square feet) of submerged lands at Kaneohe Bay, Oahu for recreational boat pier purposes through public auction.

Lease encompasses submerged lands seaward of Tax Map Key (1) 4-4-022:032 and will have a term of 55 years.

Prohibits the lessee from authorizing tenants to live aboard vessels or use vessels as a place of principal habitation under the lease terms.

Requires compliance with section 171-53(c), Hawaii Revised Statutes, which mandates prior Governor approval and prior legislative authorization by concurrent resolution to lease state submerged lands.

Directs certified copies of the resolution be transmitted to the Governor and Chairperson of the Board of Land and Natural Resources.
