Requests the Hawaii Community Foundation to convene a working group of public, private, and non-profit leaders to develop a public-private partnership model for Hawaii's post-pandemic recovery, in collaboration with the President of the Senate and Speaker of the House.

Directs the Hawaii Community Foundation and Legislative Reference Bureau to conduct research, draft proposed legislation, and prepare a report to support the working group's efforts.

Requires the Hawaii Community Foundation to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session.

Acknowledges that multi-sector collaborative approaches during the pandemic produced significant results and recognizes the need for continued engagement across government, private sector, and non-profit organizations for long-term recovery.
