Requests the Department of Transportation to establish a task force to develop recommendations on identifying and disposing of abandoned and derelict vehicles on state highways and city/county roadways.

Task force shall compare statutory definitions of "abandoned vehicle" and "derelict vehicle," determine identification methods, and improve processes for removing, recycling, or disposing of such vehicles.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2022 Regular Session convenes.

Task force composition includes the Director of Transportation (chair), county mayors or designees, county police representatives, one Senate member, one House member, and an automobile towing industry representative.

Addresses concern that more than 3,000 abandoned and derelict cars were removed from Honolulu streets in 2018 (a 50% increase from 2017), contributing to traffic congestion that ranks among the worst in the nation.
