Environmental Management Division of the Department of Health must conduct a feasibility study on implementing a bulky waste item redemption program for items such as motor vehicles, tires, mattresses, and scrap metal.

Study should examine either establishing a new redemption program or adding bulky waste items to Hawaii's existing deposit beverage container program (established in 2002).

Study aims to address illegal dumping of bulky waste items, which poses public health, safety, aesthetic, and environmental concerns throughout the State.

Department of Health must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2022 convenes.

Certified copies of the resolution must be transmitted to the Director of Health and Chief of the Environmental Management Division.
