Directs the analysis to examine the full scope of practice for APRNs and PAs based on national professional guidelines and compare it to Hawaii's current regulations.

Requires the analysis to identify distinctions in educational training and scope of practice between physicians, APRNs, and physician assistants.

Mandates a comparative study of how Hawaii's scope of practice regulations for APRNs and PAs differ from other states.

Requires the Legislative Reference Bureau to submit its findings to the Legislature no later than twenty days before the Regular Session of 2022.
