Convenes a working group to discuss future development plans for Kakaako Makai, the area within the Kakaako Development District from Kewalo Basin to Forrest Avenue and from Ala Moana Boulevard to the ocean.

Requests the working group to identify public lands of comparable value suitable for a possible land exchange between the Office of Hawaiian Affairs and the state for some or all of the Office of Hawaiian Affairs' nine parcels in Kakaako Makai.

Establishes working group membership including the Chair of the Hawaii Community Development Authority (as chairperson), CEO of the Office of Hawaiian Affairs, Chairperson of the Board of Land and Natural Resources, two state senators, and two state representatives.

Requires the working group to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convenes.

Directs certified copies of the resolution be transmitted to the Governor, Board of Land and Natural Resources, Office of Hawaiian Affairs, Hawaii Community Development Authority, and Kakaako Makai Community Planning Advisory Council.
