Requests the Department of Hawaiian Home Lands to convene a working group to study the feasibility of operating casino gaming facilities on commercially zoned land as an additional revenue source.

Cites that over 28,000 Native Hawaiians are on the waiting list for homestead leases and infrastructure development costs exceed $150,000 per lot, with current funding projected to take over 100 years to serve all beneficiaries.

Working group membership includes the Hawaiian Homes Commission Chairperson, directors of Business/Economic Development/Tourism, Health, and Human Services, Hawaiian Tourism Authority Chairperson, one Senate member, one House member, and a casino gaming facility operator.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2022 Regular Session convenes.

Certified copies of the resolution shall be transmitted to the Hawaiian Homes Commission Chairperson and designated state department directors.
