Requests the Department of Transportation to involve all levels of government and stakeholders in updating the Hawaii Statewide Transportation Plan through a comprehensive and cooperative process

Requires the plan to provide an overarching policy framework and statewide transportation priorities that serve as an umbrella for the Department's modal plans and transportation plans developed by metropolitan planning organizations and counties

Directs the plan to incorporate research, policies, strategies, and findings from the Department's modal plans and other transportation plans, and develop statewide transportation goals, objectives, and implementation strategies

Requests recommendations for progress indicators to be instituted by the Department to ensure cost-effective implementation of the statewide transportation plan

Requires certified copies of the resolution to be transmitted to the Governor, Director of Transportation, Attorney General, and all county mayors
