Requests the Department of Transportation to execute three pilot projects demonstrating innovative transportation improvements in underserved communities, with particular focus on public housing and Department of Hawaiian Home Lands beneficiary areas.

First project: Create a protected pedestrian and bicycle commute pathway between high-density areas and downtown urban core without intersecting vehicular traffic, similar to New York City's High Line or Xiamen's Bicycle Skyway.

Second project: Develop protected bicycle and pedestrian routes to schools in high-density areas serving multiple schools, with potential county partnership.

Third project: Establish safe and protected active health exercise pathways in high-density areas, with potential county partnership.

Directs that certified copies be transmitted to the Governor and Director of Transportation.
