Urges the Department of Public Safety to increase investment in comprehensive offender reentry programs for individuals exiting correctional facilities.

Encourages the department to maintain existing reentry services and funding for related contracts during the current economic crisis.

Requests the department to fully comply with its statutory obligation under section 353H-32, Hawaii Revised Statutes, to provide civil identification documents to exiting offenders, noting that roughly half currently exit without such documentation.

Encourages the department to identify barriers to successful offender reentry and work with community stakeholders to develop and implement policy changes that dismantle these barriers.

Directs transmittal of a certified copy of the resolution to the Director of Public Safety.
