Convenes an Act 110 Implementation Task Force to address implementation of Hawaii's state law corollary to Title IX and strengthen efforts to end campus-based sexual violence and gender discrimination.

Task force membership consists of one representative each from ten entities including the University of Hawaii Office of Institutional Equity, Hawaii Civil Rights Commission, Department of Education Civil Rights Compliance Branch, Attorney General, Hawaii State Commission on the Status of Women, and four invited organizations (American Association of University Women of Hawaii, Hawaii Coalition to End Domestic Violence, Sex Abuse Treatment Center, and Every Voice Coalition).

Task force is requested to recommend amendments to Hawaii's state law corollary addressing conflicts between Hawaii law and federal Title IX regulations, recommend a meaningful enforcement framework, and consider legislation from other states and the Legislative Reference Bureau's 2019 report on Title IX enforcement.

Task force must consider resource availability for survivors, adequacy of trauma-informed training, sufficiency of student information on reporting protocols and support services, and strategies for protecting transgender students in public schools.

Task force is requested to submit findings and recommendations, including proposed legislation, no later than twenty days prior to the Regular Session of 2022 and shall obtain feedback from survivors through student organizations.
