Urges the Department of Land and Natural Resources to recognize eFoil vessels as "thrill craft" under Hawaii law, defined as motorized vessels under 13 feet in length that can exceed 20 miles per hour.

Directs DLNR to apply and enforce existing state speed restrictions for thrill craft when eFoil vessels operate near swimmers, beachgoers, marine life, and traditional surfers.

Requests DLNR develop administrative rules establishing minimum safe distances that eFoil vessels must maintain from swimmers, beachgoers, marine life, and traditional surf line-ups regardless of vessel speed.

Urges DLNR to collaborate with the National Oceanic and Atmospheric Administration to enforce the Marine Mammal Protection Act regarding eFoil vessel impacts on marine life.

Directs certified copies be transmitted to the NOAA Administrator and the Chairperson of the Board of Land and Natural Resources.
