Supports and adopts the goals set forth in the Digital Equity Declaration for Hawaii created by the Broadband Hui, a multi-sector organization working on broadband access and digital literacy.

Defines digital equity as the condition where all Hawaii residents have information technology capacity to participate fully in society, democracy, economy, employment, and access to essential services.

Requests that Digital Equity Declaration goals supporting the Aloha+ Challenge sustainability framework be included in the Aloha+ Dashboard with regular progress tracking updates.

Addresses digital inequity affecting rural communities and socioeconomically disadvantaged populations, with native Hawaiian and Pacific Islander communities experiencing nearly double the rate of households without internet access compared to the state population.

Requires transmission of certified copies to Hawaii's congressional delegation, governor, all county mayors, state department directors, university president, and various economic development organizations.
