Requests the creation of a creative resurgence task force to build and foster creativity and innovation through the arts, culture, and humanities in response to pandemic impacts on the creative economy.

Task force directed to examine tax-exempt status protections for creative nonprofits, tax policies supporting charitable donations, repeal of caps on charitable donation deductions, policies to enable the creative economy, Department of Labor supports for creative sector workers, arts education access, and other proposals to advance the creative economy.

Task force membership includes 14 members: faculty representatives from University of Hawaii campuses, Director of Business Economic Development and Tourism, executives from state and local arts organizations and cultural centers, and appointed representatives from the Senate and House of Representatives.

Members required to elect a chair and vice chair from within the task force and permitted to invite additional organizations and individuals to participate.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2022 Regular Session and ceases to exist on June 30, 2022.
