Identifies annual registration taxes and fees as creating financial hardship for low-income individuals who may be unable to pay in one lump sum.

Addresses concerns that inability to pay registration fees can lead to citations, delinquent fees, and escalating costs that perpetuate cycles of financial hardship.

Directs transmission of the resolution to county mayors, council chairpersons, and motor vehicle registration administrators in Honolulu, Maui, Kauai, and Hawaii counties.
