Legislative Reference Bureau requested to conduct a study on supporting greater local food production in consultation with the Department of Agriculture, Department of Taxation, and Hawaii Emergency Management Agency

Study must examine how general excise tax exemptions could support local food production, how it could diversify Hawaii's economy, and how it could ensure food security if harbors become inaccessible due to natural or human-caused disasters

Report with findings, recommendations, and any proposed legislation must be submitted to the Legislature no later than twenty days prior to the Regular Session of 2022

Resolution notes Hawaii currently imports the vast majority of its food and has only approximately three days' supply available if harbors are rendered inaccessible
