Encourages the People's Republic of China to treat ethnic Muslim minorities, especially Uyghurs, fairly and humanely in accordance with the 1948 United Nations Convention on the Prevention and Punishment of the Crime of Genocide.

Calls on the US Government and US-owned companies to form global partnerships ensuring businesses do not support, enable, or profit from mass surveillance, forced labor, human trafficking, or inhumane treatment of Uyghurs and other Muslim minority groups in China.

Documents allegations including detention of approximately 1,800,000 Turkic Muslims since 2017, forced sterilization (60,000+ procedures from 2016-2018), forced separation of nearly 500,000 Muslim children, and forced labor transfers of approximately 80,000 people between 2017-2019.

Directs transmission of certified resolution copies to the US Senate Majority Leader, US House Speaker, Hawaii's congressional delegation, Hawaii's governor, Hawaii's legislative leaders, and all Hawaii legislators.
