Requests the Legislative Reference Bureau to conduct a study examining the necessity and relevance of Hawaii's Certificate of Need (CON) process codified in Chapter 323D, Hawaii Revised Statutes

Study should evaluate the CON program's role, identify facilities or services that should be exempt from the CON process, and examine modifications implemented in other states that may benefit Hawaii

Directs the Legislative Reference Bureau to make recommendations on whether to eliminate or modify the CON process

Federal mandate for CON programs was repealed in 1987, and twelve states have since fully repealed their CON programs while others have narrowed their application

Report with findings, recommendations, and proposed legislation must be submitted to the Legislature no later than twenty days before the convening of the 2022 Regular Session
