Requests the State Auditor to conduct a performance audit of the Department of Land and Natural Resources' Division of Boating and Ocean Recreation operations and management.

Directs the audit to examine whether the Division uses government resources in compliance with statutes, rules, and policies, and whether activities achieve objectives effectively, efficiently, economically, ethically, and equitably.

Cites recurring community concerns about the Division including poor communication with the boating community, inconsistent enforcement of administrative rules, employee misconduct complaints, and ethics violations.

References a previous 2001 audit (Report No. 01-09) that found mismanagement of state boating facilities was a recurring problem and recommended strategic planning.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session.
