Requests the Department of Land and Natural Resources to establish a community advisory committee for Polihale State Park on Kauai to address resource protection, capacity, access, fishing, surfing, and vehicle use issues.

Committee is to engage in community-based planning to mitigate concerns raised by lineal and cultural descendant families with burial sites in the park and achieve compliance with department rules.

Requests committee membership include officials from the Governor's Office and County of Kauai, state legislators, DLNR staff and law enforcement, and stakeholders representing cultural, subsistence, and recreational users including fishers and boaters.

Requests DLNR share committee findings with area legislators to support potential enabling legislation implementing any identified actions.

Directs certified copies of the resolution be transmitted to the Governor, Chair of the Board of Land and Natural Resources, and Mayor of the County of Kauai.
