Department of Agriculture is urged to form an inter-governmental Kona Area agricultural working group to coordinate opportunities in agriculture, economic development, and affordable housing.

Working group should develop a framework addressing 10 areas including: improving communication between stakeholders, increasing agricultural profitability, expanding agricultural education, securing affordable farmland, providing adequate water and energy, reducing waste transportation, promoting environmental conservation, facilitating agricultural research, and maximizing federal Opportunity Zone investments.

Working group membership consists of 11 members including one State Senator, one House Representative, and representatives from the Department of Agriculture, Department of Business Economic Development and Tourism, Department of Hawaiian Home Lands, Department of Health, Department of Transportation, Hawaii Community College, County of Hawaii Mayor's office, County Environmental Management, and County Water Supply.

Chairperson of the Board of Agriculture is requested to serve as chair of the working group.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022.
