Request a joint study by the Department of Transportation and Kauai Department of Public Works to identify and recommend methods to alleviate traffic congestion at Kaumualii Highway intersections with Opu Road and Maluhia Road.

Study must include a timeline and estimated costs to implement the recommended solutions.

Joint report with findings, recommendations, and any proposed legislation must be submitted to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Background notes that Kaumualii Highway is a 33-mile roadway in Kauai County with 17 of the county's 52 largest employers located nearby, vehicle registrations increased 15% between 2010-2018, and traffic volume increased 10-13% in certain areas between 2012-2018.
