Urges President Joseph R. Biden, Jr., and the Asia-Pacific Economic Cooperation (APEC) to hold the 2023 APEC Summit in Honolulu, Hawaii.

Notes that APEC represents over 40 percent of the world's population and over 50 percent of world trade across 21 member economies including China, the United States, Russia, Canada, Peru, Mexico, Chile, Singapore, Malaysia, Brunei, and Indonesia.

Identifies that hosting the summit would bring approximately 21 heads of state, 63 ministers, and over 16,000 foreign diplomats, support staff, and media members to boost Hawaii's economy.

States that Honolulu would be a logistically ideal location and that hosting would signal the United States' commitment to strengthening productive relations in the Asia-Pacific region.

Directs certified copies be transmitted to the President's Office, Hawaii Governor, Director of Business Economic Development and Tourism, Mayor of Honolulu, and APEC Director.
