Office of the Governor requested to convene a task force to assess state agencies' anti-bullying policies and bullying incident records for proper updates and effectiveness

Task force to include one representative each from Department of Education, Department of Human Services, Department of Transportation, Department of Health, State Public Charter School Commission, and University of Hawaii, plus invited members from youth advocates, teachers, youth, service providers, and parents

Task force requested to develop model anti-bullying policy covering all forms of bullying including cyberbullying and harassment, and provide curriculum recommendations addressing bullying based on race, gender identity, religion, disability, ancestry, and sexual orientation

Task force to consider non-punitive interventions for students committing bullying acts, including counseling, reflective writing, mental health services, skills building, trauma-informed care, and restorative justice programs

Task force members to be appointed within 30 days after end of 2021 Regular Session, convene initial meeting within 60 days, and submit findings and recommendations to Legislature by 20 days before 2023 Regular Session
