Requests the Department of Land and Natural Resources to petition the U.S. Secretary of the Interior to list the pueo (Hawaiian short-eared owl, Asio flammeus sandwichensis) as a threatened or endangered species under the Endangered Species Act.

Identifies the pueo population on Oahu as having declined dramatically from great numbers in the late 1800s to an estimated 807 individual birds according to The Pueo Project study.

Notes that pueo are vulnerable to predation by feral cats, dogs, rats, and mongooses, and that habitat loss has contributed to population reduction.

Establishes that while the pueo is listed as endangered on Oahu under Hawaii Administrative Rules Chapter 13-124, state protections are limited to prohibiting export, possession, harm, hunting, and nest disturbance.

Requires transmission of certified copies of the resolution to the Chairperson of the Board of Land and Natural Resources and the Program Manager of the Endangered Species Recovery Committee.
