Requests the Department of Land and Natural Resources to convene a working group to assess the status of Act 14 (Special Session Laws of Hawaii 1995), which established a Hawaiian Home Lands Trust Fund with required state deposits of $30,000,000 annually for 20 years.

Working group shall comprise 11 members including state officials (Board of Land and Natural Resources chair, Hawaiian Homes Commission chair, Attorney General, Office of Planning director), legislative appointees, a federal representative, and representatives from Hawaiian homestead beneficiary organizations.

Working group must be co-chaired by the Chairperson of the Board of Land and Natural Resources and the Chairperson of the Hawaiian Homes Commission.

Working group shall identify Act 14 requirements, which have been fulfilled and when, outstanding unfulfilled requirements, necessary steps to fulfill them, and annual revenues and expenditures from the Hawaiian Home Lands Trust Fund since 1995.

Report with findings and recommendations must be submitted to the Legislature and beneficiaries no later than 20 days before the Regular Session of 2022.
