Department of Health Environmental Management Division is requested to conduct a study on implementing extended producer responsibility (EPR) in Hawaii, with $150,000 allocated for the study.

Study must analyze EPR implementation independently and in conjunction with other state and federal initiatives, including best available science on EPR and packaging practices.

Study must evaluate costs and benefits to all stakeholders (environment, consumers, taxpayers, government, businesses), feasibility, timeline, and projected savings for the state and counties on waste management and recycling costs.

Department is requested to consult with other state departments and community organizations during the study process.

Final report with findings, recommendations, and any proposed legislation must be submitted to the Legislature no later than twenty days before the 2024 Regular Session convenes.
