Request that the Department of Transportation Services of the City and County of Honolulu conduct a comprehensive traffic safety analysis regarding implementation of traffic calming systems throughout State House District 38 to deter speeding on city surface streets.

Urge immediate action to implement traffic calming systems on four specific streets in Waipahu: Kahuanui Street, Paiwa Street, Waipahu Street (between Kahuanui and Mahoe Streets), and Loaa and Aiki Streets.

Note that speeding was involved in 44 percent of all traffic fatalities in Hawaii in 2018 according to the National Highway Traffic Safety Administration.

Define traffic calming as a method using physical designs and devices such as narrow lanes, speed bumps, speed tables, raised crosswalks and intersections, and roundabouts to deter speeding and manage traffic flow.

Require transmission of a certified copy of the resolution to the Director of the Department of Transportation Services of the City and County of Honolulu.
