Requests the Department of the Attorney General to develop and implement a comprehensive program to prevent human trafficking and child commercial sexual exploitation and assist victims.

Program must assess Hawaii's current anti-trafficking response and develop statewide strategies including coordinated law enforcement efforts, prosecutions, and crime prevention.

Program must develop plans to provide increased support and assistance to survivors of human trafficking and commercial sexual exploitation of children.

Requires Attorney General to submit initial report to Legislature by December 1, 2021, assessing the state's efforts and recommending prevention strategies, victim assistance programs, law enforcement efforts, data collection, and public education initiatives.

Requires Attorney General to submit second report by December 1, 2022, with updated assessments and recommendations for addressing human trafficking.
