Urges Congress to call a constitutional convention under Article V limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress.

Requires applications from two-thirds of state legislatures for substantially the same purpose before Congress must call the convention, and limits Congress's role to naming a reasonable time and place for the initial meeting.

Reserves to state legislatures the exclusive authority to name delegates and set their number, and mandates that convention voting occur on a one-state, one-vote basis.

Prohibits the convention from considering any amendments that would modify or repeal provisions of the Bill of Rights, rendering the application void if used to consider such changes.

Constitutes a continuing application until legislatures of at least two-thirds of states make applications on the same subject, and requires certified copies be sent to Congress and legislative leaders in all 50 states.
