Urges the United States Congress to amend the Constitution to specify that nine justices shall serve on the Supreme Court, subject to ratification by the states.

States that the Supreme Court has consisted of one chief justice and eight associate justices for more than 150 years.

Expresses concern that unilateral changes to Supreme Court composition by the President or Congress would compromise the Court's independence and integrity.

Notes that previous attempts to increase the number of justices have been rejected and condemned by members of both political parties.

Directs that certified copies of this resolution be transmitted to Hawaii's congressional delegation.
