Requests the Department of Human Services to convene a working group to explore creation of a sustainability fund for Community Care Foster Family Home (CCFFH) and Expanded Adult Residential Care Home (E-ARCH) programs.

Working group membership to include one Senator, one House Representative, and one representative each from the Executive Office on Aging, Healthcare Association of Hawaii, AARP Hawaii, CCFFH, and E-ARCH program.

CCFFH program currently serves approximately 3,000 patients and was approved in 1984 as a cost-effective alternative to nursing home placement at two-thirds the cost, though reimbursement rates have not kept pace with this ratio.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023.

Certified copies of the resolution to be transmitted to the Governor and Director of Human Services.
