Governor requested to convene a working group to develop recommendations for effective communications with limited English proficient persons and persons with disabilities before, during, and after emergencies and natural disasters.

Working group directed to assess current communication access status, identify communication needs and challenges across government entities, determine necessary technology and resources with costs, and propose legislative solutions.

Working group composition includes 22 members: Governor-appointed co-chair, two members appointed by Hawaii Coalition for Immigrant Rights (one as co-chair), heads or designees from state departments and agencies, county emergency management officials, and representatives from disability and immigrant service organizations.

Communication plan must ensure translation services are accurate, culturally appropriate, meaningful, and timely for vulnerable populations during emergency events.

Working group required to submit findings, recommendations, and proposed legislation to the Legislature no later than October 31, 2021.
