Requires the Department of Education to include financial literacy instruction in the existing personal/transition plan requirement for each student, effective with the 2022-2023 school year.

Defines "financial literacy" to include curriculum addressing financial skills, personal financial management, budgeting, debt, credit, and tax planning.

Establishes that financial education is essential to prepare Hawaii's youth for financial independence and responsible financial decision-making in their futures.

Bill becomes effective on July 1, 2050.
