Establishes a permanent autonomous transportation task force within the Department of Transportation to prepare Hawaii for the transition to autonomous vehicles.

Task force shall examine implications of transitioning to fully autonomous vehicles, assess impacts on public infrastructure needs, and make recommendations on legal and insurance coverage issues.

Task force composition includes the Transportation Director (chair), Attorney General, legislative committee chairs, all four county mayors, Insurance Commissioner, and representatives from environmental and powersports industries.

Task force must submit reports to the Governor and Legislature no later than twenty days before each regular legislative session beginning in 2022, including analysis of autonomous vehicle growth, infrastructure needs, and laws in other jurisdictions.

Takes effect upon approval.
