Adds a new duty to the Office of Enterprise Technology Services requiring the chief information officer to establish policies, in collaboration with departments and agencies, to provide infrastructure and resources for authorized employees to securely access remote computing services.

Authorizes state employees to work remotely from home or other off-worksite locations while maintaining secure access to state computing systems.

Finds that remote teleworking has demonstrated cost-effectiveness and productivity benefits for state government and can reduce expenses related to office space, equipment, and facilities.

Recognizes that remote work options enable employees to better accommodate caregiving responsibilities while allowing the state to make more efficient use of limited resources.
