Establishes a two-year reorganization pilot project within the Department of Health to restructure and realign the behavioral health services administration, environmental health administration, general administration (including the office of the director of health), and health resources administration.

Authorizes the Department of Health to shift and organize functions, positions, and funding to provide services more cost-effectively and efficiently while maintaining employee functions and current salaries to the extent possible.

Requires the Department of Health to begin the pilot project with reorganization of the behavioral health services administration and to consult with the Department of Budget and Finance and Department of Human Resources Development during the process.

Mandates the Department of Health submit reports to the legislature no later than twenty days before the regular sessions of 2022, 2023, and 2024 with findings, recommendations, and any proposed legislation regarding the pilot project.

Sets the reorganization pilot project end date as June 30, 2023, with the Act effective July 1, 2060, though reorganization of the behavioral health services administration begins upon approval.
