Establishes a cannabinoid medicine program within the University of Hawaii, administered by the John A. Burns School of Medicine.

Requires the program to include at least one non-tenure track associate professor position filled by a medical or osteopathic doctor certified as a cannabinoid medicine specialist, which may be paid or unpaid.

Program mission focuses on research and education related to authorized medical cannabis use in Hawaii to protect patient safety and develop Hawaii as an international center for medical cannabis research and treatment.

Program activities include coordinating with UH cannabis testing programs, developing cannabinoid medicine curriculum for medical students, providing continuing education to physicians, establishing standardized analytical testing methods with the Department of Health, and ensuring regulatory compliance.

Legislation takes effect upon approval.
