Adds revenue from fees for diagnostic, surveillance, and other work performed by the State Veterinary Laboratory and Animal Disease Control Branch as a new source of funding for the animal industry special fund.

Deposits all revenue from these laboratory and disease control services into the special fund to be administered by the Board of Agriculture.

Allows special fund moneys to cover costs of the animal industry division including salaries, fringe benefits, operating expenses, equipment, facilities maintenance, and livestock handling services.

Permits special fund moneys to support the department's resource management and planning programs, with a reserve maintained for contingency costs including accrued vacation leave and workers' compensation.

Effective date: July 1, 2021.
