SB 1027 Summary

• Redesignates the "industrial hemp special fund" as the "hemp special fund" and authorizes the Department of Agriculture to use these funds for hemp regulatory duties established under Act 14, Session Laws of Hawaii 2020.

• Amends Chapter 328G to expand regulation from hemp processors to include hemp product manufacturers, distinguishing between processing and manufacturing activities.

• Expands the definition of "hemp product" and adds new prohibited products including hemp in foods (with limited FDA GRAS exceptions), synthetic cannabinoids, respiratory delivery devices, and hemp leaf/floral material for smoking.

• Establishes new registration and compliance requirements for persons processing hemp or manufacturing hemp products, including facility standards, testing protocols, labeling requirements, and inspection provisions.

• Makes Act 14 (Session Laws of Hawaii 2020) permanent by removing its sunset provision; effective July 1, 2050.
