SB 1035 Summary

• Establishes the state procurement automation system special fund in the state treasury to support project management and digital transformation of the procurement automation system.

• Authorizes the state procurement administrator to assess and collect an administrative fee under chapter 91, Hawaii Revised Statutes, to cover procurement automation system costs, with fees expected to be less than one percent of statewide contract values.

• Grants the state procurement administrator authority to establish procedures for issuing final decisions on procurement practice reviews, procurement policy investigations, and compliance investigations, excluding protest procedures under sections 103D-701 and 103D-709.

• Requires the administrator to submit quarterly reports to the procurement policy board detailing review findings, final resolutions, and statistical data on compliance investigations.

• Appropriates unspecified funds from the special fund for fiscal years 2021-2022 and 2022-2023 for procurement automation system project management; becomes effective July 1, 2112.
